Best practices for hiring an offshore IT agency?

We are based in the US and looking to hire an offshore development team to augment our in-house engineers. We want to avoid communication issues and poor code quality.

What are your top tips for vetting and managing an offshore agency?

If they are joining pre-product and taking equal risk (e.g. no salary), it should be close to 50/50. If you already have funding and can pay them a salary, it could be anywhere from 10% to 30%.
